Revelation 17:11-13

¹¹ And the beast that was and is not, is also an eighth, as well as one of the seven. And all go into destruction.

¹² And the ten horns which you saw are ten kings who have not yet received a kingdom but shall receive power as kings for one hour with the beast.

¹³ These have one mind and shall give their power and authority to the beast.
